Note: I left behind lcd_bitmap in features.txt, because removing it
would require considerable work in the manual and the translations.

'swcodec' is now always set (and recording_swcodec for recording-capable
units) in feature.txt so the manual and language strings don't need to
all be fixed up.

Unifies time formatting in settings_list.c allows time format to
display as HH:MM:SS.MSS or any consecutive combination thereof
(hh:mm:ss, mm:ss, mm:ss.mss, ss.mss, hh, mm, ss ,mss)
works in INT and TABLE settings with the addition of flag 'F_TIME_SETTING'
Time is auto-ranged dependent on value
Adds talk_time_intervals to allow time values to be spoken similar to
display format: x Hours, x Minutes, x Seconds, x Milliseconds
Table lookups merged or removed from recording, clip meter and lcd timeout
-String_Choice replaced with TABLE_SETTING or INT_SETTING for these
functions as well, cleaned-up cfg_vals that get saved to cfgfile
RTL Languages ARE supported
Negative values ARE supported
Backlight on/off are now Always and Never to share formatter with LCD
Timeout
Added flag to allow ranged units to be locked to a minimum index
Added flag to allow leading zero to be supressed from the largest unit
merged talk_time_unit() and talk_time_intervals()
optimized time_split()
optimized format_time_auto()
Backlight time-out list same as original

output_dyn_value now requires the count for number of units
Binary scale now shows Kibibytes instead of kilobytes (g#1742)
Fixes output for negative values as well

The new vuprintf makes unnecessary workarounds due to formatting
limitations. I checked grep output for whatever appeared to fit
but it's possible I missed some instances because they weren't
so obvious.
Also, this means sound settings can dynamically work with any
number of decimals rather than the current assumption of one or
two. Add an ipow() function to help and take advantage of dynamic
field width and precision. Consolidate string formatting of sound
settings.

The browser lets the user pick one or more directories in a convinient
GUI browser. The initial directory list is read from a string
(separated by colons) and the resulting list is written back to the same
string (again separated by colons).
Note: The work was initially done by Jonathan Gordon, however I changed
it substantially so I claim autorship.
This selector is going to be used for autoresume and database scan folders.

Introduce some system sound functions to make easier playing event sounds from various places and convert files calling 'beep_play' to use 'system_sound_play' and 'keyclick_click'. limitations about playback of voice and other sounds when paused. Channels are independent in state and amplitude. Fade on stop/pause is handled by the channel's volume control rather than global volume which means it now works from anywhere. Opens up the possibility of plugin sounds during music playback by merely adding an additional channel enum. If any PCM drivers were not properly modified, see one of the last comments in the task for a description of the simple change that is expected. Some params are tunable in firmware/export/pcm-mixer.h as well.

For RaaA it evaluates user paths at runtime. For everything but codecs/plugins it will give the path under $HOME/.config/rockbox.org if write access is needed or if the file/folder in question exists there (otherwise it gives /usr/local/share/rockbox).
This allows for installing themes under $HOME as well as having config.cfg and other important files there while installing the application (and default themes) under /usr/local.
On the DAPs it's a no-op, returing /.rockbox directly.
Not converted to use get_user_file_path() are plugins themselves, because RaaA doesn't build plugins yet.

config files, and use them both for the simulator UI and screendumps. The Clip now shows the split display properly in screendumps and simulator. A side effect is that screendumps of ordinary monochrome targets are now 4-bit BMP files (saves an alternate code path, and might be more compatible with some gfx programs). * Simplify the simulation of split display, and also simplify greylib simulation. The simulator now always calculates 129 shades (2*128 for a Clip sim), and just uses 2 (or 4) of those for native display simulation. * Centralised the simulator LCD dimension definition.
